[Pacemaker] heartbeat 2.1.4 and pacemaker

don't use 2.1.4 with pacemaker.
its for people that can't, or won't :(, switch to pacemaker.

in fact the only reason it exists is that people pay SUSE to support  
older versions and we decided to make the backports available to the  
community.
