[ClusterLabs Developers] All Pacemaker pull requests to master

Hi all,

Now that we're finished with the pacemaker release cycle, all new pull
requests should be submitted against the master branch.

After a request is merged into master, a new request backporting the
changes can be submitted against the 1.1 branch if desired. I expect
the pace of backports to 1.1 will start to slow down now, since
distributions are starting to pick up the 2.0 series.
