[ClusterLabs Developers] Let's get OCF 1.1 out!

Hi all,

We've been talking about releasing a 1.1 version of the OCF resource
agent standard for many years, and a lot of progress has been made on a
proposed draft. But as always happens, more important tasks have shoved
it aside, and it languishes.

I've finally buckled down and made what I think are the final changes
needed. We initially talked about releasing 1.1 with existing practice
and 1.2/2.0 with new features, but given our trouble getting anything
out, I'm thinking we should just take everything we have now and
release it as 1.1.

Please direct discussion there. The description lists the more
interesting changes, which I hope to get feedback on, and which I'm
very much open to changing the details of.

The biggest such change is deprecating the "unique" resource parameter
attribute, replacing it with separate "group" and "reloadable"
attributes, and introducing a new action "reload-params" to handle the
reloadable parameters (separate from "reload" which will still be used
to reload the service's own configuration outside the cluster).

Once this PR is settled, we can do another one to formally adopt the
changes as OCF RA API 1.1.
