[ClusterLabs Developers] How does the two-node Active/Passive clusters fence the faulty node, and keep the healthy node running

Thanks for your answer. Why does the Active-node see no deley and fence immediately,and the passive node see delay and pause. How do I add  'delay="15"' to the stonith configuration for the primary/active node,for both node,or for one node ?

I am sorry for my question  came to the list three times.The first e-mail was not sent successfully for a long time,so,I resend it two times.
