[ClusterLabs Developers] IPaddr2 opinions need regarding IPv4 collision detection (with arping for IPv4)

Hi,

We need some opinions here to be able to decide if we should keep IPv4
collision detection for IPv4 (with arping) enabled by default if
arping is available or disabled by default (arping causes a 4 second
in the start function which is kind of a regression).
