[ClusterLabs Developers] 1.1.16 release cycle, including submitting pull requests

Due to the security fix in 1.1.16-rc1, I'd like to keep the release
cycle as short as possible.

As such, only pull requests with fixes for regressions and serious bugs
should be submitted against the 1.1. branch; most pull requests should
be submitted against the master branch as usual.

Any testing feedback in the next few weeks is greatly appreciated.
