1/ that's really strange place to look for the header files
(/usr/include/ tree is pretty standard for system-wide headers)
2/ perhaps you are after /usr/include/ruby.h from ruby-devel package
3/ if you look at that README carefully, you may notice the pcs
maintainers are mentioning Fedora distribution in particular,
so things may be a bit more complicated elsewhere
