[ClusterLabs Developers] Freenode IRC channel for developers

[Digimer]

I realized that there was not a #clusterlabs-dev channel, which seemed
like an obvious gab.

So I have registered that channel on Freenode and added guard (Chanserv)
to it to keep it protected.

All developers of all cluster projects and invited and welcomed to join.
Let's keep the merged of the various projects and their communities
going! :D
