[ClusterLabs] ACL activation not working in the cluster

Hello,

I'm continuing my journey into clustering learning and testing a
configuration involving ACL setup for cluster management. However,
enabling this option, both through Hawk and using the crmsh command:
`crm configure property enable-acl=true` seems not to be working.
The Access Control option in Hawk is unavailable, and there are no
additional Roles and Targets options.

In the logs, I've found only brief information.

in `/var/log/messages`:

Environment: Two nodes in a cluster running on openSUSE Leap 15.5
What might be causing the error?
Additionally, is there a way to increase the logging level for executed commands?
