[Pacemaker] Signal hangup handling for pacemaker and corosync

Hi Andrew

AFAIK linux daemons don't terminate on SIGHUP. They typically reload
configuration on receiving this signal.Eg- rsyslogd. I thought it was
safe to make this assumption here as well.
