Possbily.

I just confirmed that the RA tries to send a mail on stop:

MailToStop () {
	Subject="`SubjectLine $subject` Migrating resource away at `date` from $us"

	MailProgram "$Subject" $1
	ha_pseudo_resource MailTo_${OCF_RESOURCE_INSTANCE} stop
}
