[Pacemaker] Using shadow configurations noninteractively

Interesting. Why is it that you cannot trust crm?

Yes, I'd also expect that to always produce the same
configuration, i.e. the one as specified in the input file. If
it doesn't, then please file a bug report.

Anybody's guess, but for whatever reason they don't seem
comfortable with the crm shell.
