[Pacemaker] monitor of stonith resource times out

Hi,
I am using Pacemaker-1.1.
When stonith resource is in fencing, monitor of the stonith resource times out.

[test case]
1. add sleep to reset() of stonith-plugin.
   i am using libvirt.

2. start a stonith resource (libvirt).
   - stonith-timeout is 600s
   - monitor interval is 10s
   - monitor timeout is 60s
   * stonith-timeout > monitor interval + monitor timeout

3. require 'fence' and wait..

   and wait..
   then, although monitor of libvirt is performed, since libvirt is in
   fencing by added sleep, monitor of the libvirt times out.
