[Pacemaker] Unable to configure Pacemaker with cibadmin

It waits for a pretty long time, at least 30 seconds.  The weird thing is if
I use cibadmin ‹replace ‹xml-file cib.xml, it¹s able to update the cib, but
if I try to replace a particular scope, it fails.
