[Pacemaker] OCF Resource Agent Developer's Guide (Draft)

Hello everyone,

my homework from the Cluster miniconf at Linux Plumbers this year was to
write a developer's guide for use by OCF resource agent authors and
contributors. An first draft of this is now ready for public review, and
I would like to encourage everyone to take a look and provide feedback.
