[Pacemaker] disable failover when doing orderly reboot

Thanks for your answer, I was hoping there was some config option that would not failover the node if the reboot or shutdown was orderly.

my poor man's answer is:
Stop all resources running on the node going to be shut down.
That's what you want in the end, isn't it?
