[Pacemaker] [RfC] Redesigned Debian HA packages, try 1

Hi Martin,

as per our conversation on IRC a little earlier today.
This looks very promising to me. From a heartbeat and pacemaker
point of view (of which I am the Debian maintainer and Co-maintainer
respectively), I'm happy for these to be added to Debian experimental.
And if all goes well, subsequently to unstable.
