[Pacemaker] System Health patches

[Mark Hamzy]

Attached are the rest of the patches for the System Health feature.  They
add some testing, a resource script, a tool that listens to IPMI events and
writes the events to a central repository, and a tool which listens to the
central repository and sets pacemaker attributes corresponding to the
system health.

Comments appreciated.
