[Pacemaker] problem when i reboot a node

Hi 
 
I have a 2 node cluster using openais & pacemaker,
 
If I reboot the standby node when the node comes back up all resources migrate automatically to that node from the node they where running on. Is this normal behavior or how do I stop this happening.
